Jamaica Gleaner / The National Works Agency (NWA) is maintaining that the promised major upgrading works from Eastwood Park Road to Manor Park in St Andrew will be done, despite not having a contract in place and with only a few months before the end of the fiscal year.
NWA Communications Manager Stephen Shaw said the agency has prepared the scope of work, but it will not be released to the public until the contract has been signed.
Shaw told The Gleaner that the work has not been put out to tender because of the category into which it falls, but identified the contractor.
“This is not a project that falls into the category of those that are tendered. It is one of those to be undertaken by China Harbour (Engineering Company) based on the agreement signed to bring into operation the Major Infrastructure Development Programme,” he said.
The 3.5 kilometres of roadway, Shaw told The Gleaner , will be widened to accommodate four lanes of traffic, new management solutions and improved pedestrian facilities.
The project was announced earlier this year and was said to start before the end of the fiscal year, amid a barrage of complaints that the stretch of road is contributing to sustained traffic congestion in the city.
AIM TO REDUCE CONGESTION
Shaw said the project is aimed at reducing traffic congestion, which is a major problem for commuters along Constant Spring Road and motorists travelling to Kingston from St Mary and Portland.
“Constant Spring Road is one of the major roads in the Corporate Area and it is really oversaturated right now. The number of motor vehicles that we see on a daily basis is about 30,000. It is way over capacity, and so we want to add capacity to the road. It requires us moving from what we now have, which is two lanes, to four lanes, and so at the end of all of this, when we shall have completed the work, we expect to see a more efficient flow,” he explained.
“We expect to see less congestion, improvement in travel times. We expect to see persons getting to work in a more efficient way, much quicker, and also getting home from work in a quicker way,” he added.
The NWA is currently widening a section of the road in Barbican, St Andrew, where more lanes are being added to ease traffic congestion in the area.
Those works are to be completed this month.
