Parliamentary committees—toothless tigers *

Trinidad Express / Every year we hear of or, read in the newspapers, the perils that State enterprises and statutory bodies put taxpayer funds in. Highlights are made of the critical business issues these organisations are held accountable for. And yet no one is made to pay in any fashion for these unquestionable failures, nor does the investigation produce any punitive consequences.

The system of performance management within government is structured to provide a critical review and open transparency of the acts of various executive managements.

However, the ineffectiveness lies in the fact that these parliamentary committees are non-executive by law. They lack the power to make rules, to adjudicate or penalise. These committees are not considered part of the executive arm to take punitive action or take remedial measures against any of the offending executive management teams.
